Bentley Reserve skate bowl - proposed lighting

Background

Council is proposing the installation of lighting for the skate bowl at Bentley Reserve, Holden Hill. This would extend the skate facilities hours of usage.

The lighting would be an LED-based system of eight luminaries atop 5 x 12-metre-high poles (1-2 fittings per pole) to achieve an average of 250 lux within the skate bowl area. This level ensures the removal of shadowing from the skate bowl surface.

The lighting design shows the location of each light pole and the anticipated light spill. Lighting has been designed to focus on the skate bowl without excessive light spilling onto adjacent properties. See the lighting design plan for more information. Skate bowl users would turn on the lights during low-light conditions by pushing a button on the light tower. The lights would automatically turn off at a designated time, proposed to be 10pm.

Lights would be configured to warn park patrons that they will turn off by flashing for ten seconds. Having the lights turn off abruptly and without warning can put skaters at risk.

Council approved the upgrade of the skate bowl at its meeting on 10 December 2019 and the endorsed concept design for the skate bowl included the addition of lights. The upgrade to the skate bowl completed in 2022 included provision for lighting but did not have suitable funding to install the lighting at the time.

The capital works program for the 2023-2024 financial year included provision to install skate bowl lighting at Bentley Reserve. The project cost is approximately $120,000.

The Holden Hill: Bentley Reserve Community Land Management Plan (CLMP) does not include lighting at the skate bowl. A change to the CLMP to include lighting of the skate bowl requires Council to consult with the community.
