Background

Council is seeking feedback from the community about proposed upgrades to Elysium Reserve and playspace. Elysium Reserve is located on the corner of Chatswood Grove and Carrick Place, Golden Grove.

Council’s Open Space Asset Management Plan identifies Elysium Reserve as a local level playspace which primarily caters for people living within walking distance of the play area. The Open Space Asset Management Plan 2025 - 2034 outlines the way in which Council plans, designs and maintains its playspaces across the City and covers hierarchy, design principles, service levels, and design outcomes.

In this financial year Council has allocated $300,000 to upgrade the reserve and playspace. Subject to final design and budgetary considerations, the proposed upgrades (which can be found in the draft concept plan) include:

  • Retain and protect existing trees with new tree plantings to increase shade
  • Refresh hedge and other plantings, ie garden beds
  • Upgrade irrigation system for use on existing grassed area
  • Replace cracked paved surfaces and install new path connections
  • Retain and repaint existing atrium structure
  • Salvage slate pavers in atrium floor for reuse onsite, potentially around seating areas
  • Replacement of play equipment to include:
    1. Basket swing
    2. Slide
    3. Tunnel
    4. Rocker
    5. Steppers
    6. Imaginative play huts and interactive sound and play elements to reflect the proposed playspace theme building on the meaning of elysium as “a place or condition of ideal happiness” which may be “a fictitious, imaginary or mythical place”
  • Upgrade existing picnic area
  • New inclusive picnic area near playspace
  • New outdoor park furniture, including litter bin and drinking fountain
  • Public art

Given the playspace’s local level classification the provision of a toilet, BBQ or shade sail is not being considered.

Play opportunities and age group proposed for the playspace

Local playspaces are generally small and designed to cater for short term visits. They typically provide play opportunities for one age group. They may include sliding, swinging, balancing, spinning and climbing play types.

Elysium Reserve is classified as a local level playspace, with the age group proposed to provide play opportunities for is 0-4 years of age. While demographic data shows the area surrounding Elysium Reserve is experiencing population growth in children of various age groups under 12 years, it is recognised that there are nearby playspaces which provide play opportunities for all ages including Golden Fields Reserve and Pinewood Reserve. Pinewood Reserve is due for a playspace replacement in the next 1-2 years and will be focused on providing play opportunities for children aged 5-9 years of age.

    Before providing feedback, please review the draft concept plan and information sheet that have been developed for this reserve.

    Note: feedback will be reviewed in line with budget and project considerations, including what's typically provided in a local level playspace (as defined in our Open Space Asset Management Plan 2025-2034).
