10-20 Halls Road, Highbury Code Amendment
Council is not leading this rezoning process; the Code Amendment and community engagement process is being led by Hallan Nominees Pty Ltd (the Designated Entity) and the developer's planning consultant, Future Urban Pty Ltd.
The Code Amendment seeks to rezone land at 10-20 Halls Road, Highbury (approximately 1.8 hectares) from the Resource Extraction Zone to the General Neighbourhood Zone to facilitate low density residential development.
It is understood that the quarrying to the east of Halls Road is no longer active and has not operated as a quarry for some time. Land to the south was a former landfill, however the site is being remediated and is presently not used for that purpose. On this basis, there are no direct interface issues that impact on the Affected Area.
Site contamination investigations have been undertaken which have determined that the Affected Area can be made suitable for residential development subject to audit requirements/ remedial measures for dwellings. These requirements are documented in a Site Remediation Plan.
The Affected Area is presently underutilised and is locationally well suited to accommodate the residential form and density anticipated in the General Neighbourhood Zone, noting this zone is already established directly adjacent to the Affected Area.
The rezoning supports the urban regeneration and renewal goals of The 30-Year Plan for Greater Adelaide 2017 to better utilise established urban areas and encourage economic and population growth.

Feedback provided to Council may not be accepted by the developer as a formal submission during the consultation process and therefore may not be considered as part of the community engagement outcomes.
Feedback received during consultation will be used to inform and improve the Code Amendment and maintain the quality of the engagement activities.
Council does not make the final decision on whether the Code Amendment is approved or refused. The final decision on whether to approved the Code Amendment or not will be made by the Minister for Planning.
