During the consultation period, a total of 23 responses were received. Of these responses 21 people were in support of the proposal, one person was opposed and one person was neutral.
At its meeting on Tuesday 11 March 2025, Council considered the feedback received from the community and made the decision to grant a 10 year lease (as well as an option for a 10 year renewal extension at the sole discretion of Council) to the Tea Tree Gully City Soccer Club.
The lease terms and conditions include:
- the lease fee of $1.00 with annual CPI increases on the yearly anniversary date
- any other terms and conditions outlined in the Leases and Licenses to Sporting and Community Organisations Policy(External link) and
- any other terms and conditions deemed necessary by Council’s Chief Executive Officer or their nominated delegate.

Background
Council is seeking feedback from the community about a proposed new 10+10 year lease for the Tea Tree Gully City Soccer Club (TTGCSC) located at Tilley Recreation Park, on the corner of Hancock and Yatala Vale Roads, Surrey Downs.
TTGCSC currently use the John G Tilley Centre located at this site, under a seasonal hire arrangement and have been based at Tilley Recreation Park for over 35 years. The TTGCSC has over 450 members who actively play weekly matches throughout the Northern suburbs and are affiliated with the Elizabeth and District Junior Soccer Association, South Australian Amateur Soccer League and Football South Australia. A fit for purpose clubroom facility has recently been built and is soon to be completed for the club at this location.
If approved, the proposal would mean that TTGCSC will be granted a 10-year lease (as well as an option for a 10 year renewal extension at the sole discretion of Council) providing them with continued exclusive use of the newly constructed building at Tilley Recreation Park which will be home to the TTGCSC (as per the map on the right side of this webpage). The changerooms in DS Goodes Pavilion are also included in the proposed lease to TTGCSC. The pitches at Tilley Recreation Park would be under a licence agreement, allowing for continued community use outside of the designated times the pitches are currently in use.
This will be the first lease agreement the TTGCSC have entered into. The proposed lease tenure of 10+10 years is designed to provide TTGCSC with longer term stability, encourage investment in facilities and promote their ongoing sustainability. It is envisaged a peppercorn lease will apply providing the club meets the criteria in the City of Tea Tree Gully’s Lease and License policy.
