Golden Grove Hockey Pitch - Proposals to grant licence/lease and a Joint Use Agreement

Council decision/outcome

During the consultation period, a total of 19 responses were received. Of the responses received eight were invalid as no name was provided on the feedback form with 11 responses valid.

Proposal One: Of the 11 valid responses, nine people indicated they were in support for the proposal of a Joint Use Agreement (JUA) for Golden Grove High School, Gleeson College and Pedare College to use the Golden Grove Hockey Pitch for a term of up to 10 years, one person was neutral for this proposal and one person indicated they were strongly opposed to this proposal.

Proposal Two: Of the 11 valid responses, 11 people indicated they were in support for the proposal of a 10 year licence for non-exclusive use of the Golden Grove Hockey Pitch and 10 year lease (exclusive use) of the nearby clubroom by the North East Hockey Club.

At its meeting on Tuesday 14 July 2020, Council considered the feedback received from the community and the proposals were supported.

Background

Council is seeking feedback from the community on two proposals regarding the use of the Golden Grove Hockey Pitch and associated building/clubroom, located off The Grove Way, Golden Grove, adjacent to the Golden Grove Recreation & Arts Centre. The two proposals are:

• a Joint Use Agreement (JUA) for Golden Grove High School, Gleeson College and Pedare College to use the Golden Grove Hockey Pitch for a term of up to 10 years
• a 10 year licence for non-exclusive use of the Golden Grove Hockey Pitch and 10 year lease (exclusive use) of the nearby clubroom by the North East Hockey Club

Proposed Joint Use Agreement up to 10 years with nearby schools

The times of use proposed by the schools for a new JUA have not changed from the expired JUA, with the exclusive times of use being:

• Monday to Friday 8:30am to 5.00pm School days/school terms
• Saturday 8:30am to 12.00pm School terms

The three schools will be responsible for liaising amongst themselves to reach an agreement as to which hours during the approved times of use each individual school has access.

Proposed 10 year licence/lease for North East Hockey Club

The proposed times of use of the pitch and clubroom are unchanged from the North East Hockey Club’s current usage:

• Monday to Friday 5.00pm to 10:30pm
• Saturday 12.00pm to 10:30pm
• Sunday 8.00am to 10:30pm

There is no conflict in times of use requested by the schools or North East Hockey Club. Use of the Golden Grove Hockey Pitch by third party schools/groups during the hours already nominated by the schools and hockey club will be negotiated through the schools and/or the hockey club.
