Council decision/outcomes

Council considered the feedback provided by the community at its meeting on Tuesday, 27 June 2023.

At this same meeting Council made the decision to progress the upgrades to Vista Reserve and playspace, including the amendment to the Community Land Management Plan to include shade structures.

Based on community feedback some changes to the plan include:

  • Final playground equipment selections as preferred by community and in line with service standards for a neighbourhood level play space. These are:
    • Balancing – ant rocker
    • Bouncing - trampoline
    • Sensory – ant babel drum
    • Swinging – carousel swing, including an expression or inclusive swing seat
    • Sliding and climbing– Climbing platform with slide and steps for toddler access (tie in climbing platform with small flying fox pending costing)
    • Spinning – rope spinner
    • Imagination/nature play – bush cubby
  • Mural/public art to potentially incorporate other sporting markers e.g. painted cricket stumps, line at height of tennis net, soccer goal outline etc
  • Relocation of the pump track further north to avoid existing cluster of trees
  • The provision of a BBQ and toilet be deferred for consideration until transition of Vista from CWMS to mains sewer
  • Fencing adjacent Perseverance Road to be upgraded and still allow free wildlife movement
  • Noise attenuation materials to be used to resurface basketball court

Council also endorsed a further report be presented to Council in relation to car parking requirements in the precinct by March 2024.

Background

We are seeking community feedback about proposed upgrades for Vista Reserve and playspace in Vista. The City of Tea Tree Gully Playground Guide identifies Vista Reserve Playground as a local level playground which should be upgraded to a neighbourhood level playground. The current playground is split across two areas; therefore, the new playground is proposed to consolidate these two areas to provide a stronger connection to the basketball mini court and large grass kickabout area at the southern end of the reserve. Other minor upgrades are also proposed around the reserve.

Subject to final design, the proposed upgrades include:

  • A themed playspace, acknowledging the proximity of the reserve to Anstey Hill and proposing this be reflected in the new playground’s colour and theme, and choice of play equipment
  • Upgraded playspace to meet the standard for a neighbourhood level playspace incorporating swings, climbing platform, slide, trampolines, spinners and sculptural elements
  • New concrete and compacted rubble paths
  • Upgraded lighting (luminaires changed to LED)
  • Fitness equipment with compacted sand surrounds
  • Pump track with small to medium mogul bumps
  • Upgraded basketball node with pod seat, mural (public art), garden beds and handball line marking
  • New picnic area with shelter, picnic setting, waste bin, seating and drink fountain
  • Additional irrigated lawn spaces at the northern end of the reserve to cool the playspace
  • Replace and upgrade permapine fencing adjacent to Perseverance Road

Vista Reserve is part of the Community Land Management Plan (CLMP) for Vista. This CLMP does not currently note the inclusion of shade structures/shelters. Should this infrastructure be installed as proposed the Vista CLMP would need to be amended to reflect this change. A draft amended plan is available to view.
