This consultation closed on 19 July 2018.

At its meeting on Tuesday 28 August 2018 Council considered the feedback received from the community and made the decision to decline the offer from Clovercrest Shopping Centre to purchase a portion of Sir Frank Berryman Reserve.

Background

Council has received a request from the owner of Clovercrest Shopping Centre to purchase a portion of land from Council that forms part of this Reserve to facilitate plans to expand the site and improve the Reserve. The owner of the shopping centre has offered $1.36 million (excluding GST) plus $400,000 (excluding GST) towards moderate upgrades to the Reserve.

Sir Frank Berryman Reserve is 22,046m2 in size and is bounded by Clovercrest Shopping Centre, Eileen Street, Calwield Road and Berryman Drive. The portion proposed for sale is approximately 5,475m2 in size. This would leave a balance of Sir Frank Berryman Reserve of approximately 16,570m2 as community land.

As Sir Frank Berryman Reserve is classified as community land, the Community Land Classification of this reserve needs to be changed (or ‘revoked’) before any sale can occur. The revocation process requires that Council must consult with the community.

    Hi Carolynne, thanks for your question and apologies for the delay in responding.

    The information we have been provided is that trade would continue as the construction would be staged back into the existing centre. The underground car park, based on the concept which was made available during the consultation period, is under the shopping centre extension.

    Hi Dean, thanks for your question. In response:

    Should Council decide to proceed with the proposed sale of a portion of Sir Frank Berryman Reserve, a detailed Traffic Impact Assessment is required to be undertaken for the proposed development by the developer (the shopping centre owner) as part of the development application process. Their development proposal will need to assess the foreseeable parking, traffic and road safety impacts and requirements, on the various road user classes and on the surrounding streets. Areas to be considered include; impact on surrounding intersections, heavy vehicle movements, pedestrian routes, and general accessibility to the site using existing entrances.

    If you have existing concerns (separate to this proposal) regarding particular intersections please provide details in writing to our Traffic Department at cttg@cttg.sa.gov.au who can investigate existing traffic conditions further.

    Hi, thanks for your question. The owner of Clovercrest Shopping Centre has indicated that the proposed building would be 3 or 4 storeys high.

    Hi Tim, thanks for your question. Council hasn’t made any decisions about the playground or whether to move it, we’re only consulting on the proposed sale of a portion of the reserve at this stage. 

    Should the sale of reserve land go ahead, Council would consult further with the community about the details of any reserve upgrades.
