Council decision/outcomes

Council considered the feedback provided by the community at its meeting on Tuesday, 28 November 2023.

Six submissions were received in relation to three different Community Land Management Plans. Matters raised in relation to technical information in the plans were addressed and rectified.

At this same meeting, Council approved eighteen (18) Community Land Management Plans (CLMPs) for major sporting and community sites, incorporating amendments as outlined in the Council meeting report (see link below).

The CLMP for the Golden Grove Recreation & Arts Centre Hockey Ground will be presented to Council for consideration in early 2024 along with the Tree Screen CLMP so the screening reserve area at this site is included in a CLMP.

Any significant amendments to a CLMP will be subject to further community engagement and Council approval.

Background

The Local Government Act 1999 requires councils to identify land that is known as “community land” in their areas, to adopt management plans for these and make these publicly available.

This can include whether land is occupied under a lease or licence, or if the land has been specifically modified for the benefit or enjoyment of the community, e.g. playgrounds, seating, BBQs etc.

Community Land Management Plans (CLMPs) specify when community engagement is required to amend a CLMP or undertake development that is not envisaged in the CLMP, and generally guide decisions about maintenance and upgrades.

The intent of the requirement for councils to prepare and adopt CLMPs is to preserve the interests of the community in the community land.

Currently Council has sixty-four CLMPs affecting 490 sites. Council staff have undertaken a comprehensive review of these plans since it has been nearly 10 years since the last review, and has prepared a range of new draft CLMPs.

Objectives of the review included updating information in the CLMPs as well as:

  • Creating more user-friendly and easier to find CLMPs
  • Ensuring greater clarity in the CLMPs
  • Reducing the number of CLMPs from 64 to 33 – fewer to maintain and reduces administrative burden. The ‘classification’ of the CLMPs also aligns with those from our Open Space Policy and helps identify the primary function of the land.

Performance targets and measures are also included in the plans.

The first round of draft CLMPs available for comment are for the following major sporting and community sites (19 sites).

The second round of draft CLMPs will be presented to Council for community engagement in early 2024.
