Council decision/outcomes

Council considered the feedback provided by the community at its meeting on Tuesday, 22 August 2023.

During the consultation period, a total of 113 feedback forms were received regarding this proposal. Of these responses, 59% (67 people) indicated they were in support of the indoor training facility, 35% (39 people) were opposed and 6% (7 people) neutral. Opposition to the proposal was highest for those who resided adjacent to Illyarrie Reserve.

In response to concerns raised by the community, Council staff reviewed the position of the proposed indoor training facility to see if an option was available that has less impact on green space and views. As part of the Council decisions made, it was acknowledged “that there may be a more suitable alternative location which will minimise the visual impact for a number of neighbouring residents, reduce impact on usable open space and still allows for the benefit of replacing the existing outdoor training facility with a new indoor facility which will reduce noise impact on local residents”. Council endorsed the proposed alternative location to be consulted on (which is positioned closer to the existing clubroom), noting this proposed location will cost up to an additional $100,000.

At this Council meeting Council also:

  • endorsed the development of a plan for open space improvements to the upper eastern portion of Illyarrie Reserve that complements and integrates with the existing playground, picnic area and community centre
  • requests the CEO to engage with the Golden Grove Baseball Club to seek their views on their future plans and aspirations for the current site and any other potential future location(s), and for this feedback to be incorporated with the outcomes of the next round of community engagement and presented at the council meeting where the community engagement outcomes are considered.

Background

We are currently seeking feedback from the community about a proposal to construct a new indoor training facility on Illyarrie Reserve for use by the Golden Grove Central Districts Baseball Club (GGCDBC).

Illyarrie Reserve is located in Surrey Downs and is the current home of the GGCDBC which is affiliated with the South Australian Baseball League and competes in the Metropolitan League consisting of 15 clubs.

In 2022 an election commitment from the State Government was announced for sporting clubs, which included funding for the GGCDBC to construct a new indoor training facility. Council has accepted State Government grant funding of $180,000 towards the construction of this facility. Council is proposing to match this funding and a sum of $180,000 has been allocated in Council’s capital works program for the 2023-2024 financial year.

The proposed project will result in a fit-for-purpose indoor training facility for existing and new baseball club members, as well as potentially being a space for hire by other sporting clubs as required (eg. softball, cricket).

The indoor training facility would be a 24m long x 15m wide x 6m high Colorbond shed with wall cladding, a 100mm thick reinforced concrete slab, manual industrial roller doors and a personal access door. The building would be approximately 375min size and have electrical connections for power and lighting.

The existing batting cage would be removed and the area restored as an open recreation area as part of the project.

Construction of an indoor training facility/shed on Illyarrie Reserve would require an amendment to the Surrey Downs: Illyarrie Reserve Community Land Management Plan (CLMP). Council is required to consult with the community for such an amendment. A draft CLMP is available to view
