Updates/Council decisions

At its meeting on Tuesday 28 June 2022, Council considered and endorsed an amended concept plan for Maxlay Reserve, reflecting the outcomes of community engagement previously presented to Council on 8 December 2020 and 12 October 2021. Amendments to the plan include minor variations to the location of the dog park and playground.

This updated plan for Maxlay Reserve has been included in the Modbury Heights Precinct Plan 2016-2026 and will form the basis of a new Community Land Management Plan for Maxlay Reserve.

Council also endorsed an amendment to the Playground Guide to include the provision of a local level playground at Maxlay Reserve to be developed in the future.

Staff will explore opportunities for external funding to assist with the delivery of the various upgrades as shown in the endorsed concept plan for Maxlay Reserve.

At its meeting on 12 October 2021 the outcomes of the investigations of an alternative option for this site were presented to Council. At this meeting Council decided to not proceed with the proposed housing development at this site, and to investigate any government grant opportunities to upgrade the reserve.

Council decision/outcomes

During the consultation period, we received 134 feedback responses with the majority of respondents indicating they are local residents/property owners. Of the responses received, 10% indicated they preferred concept 1, 31% preferred concept 2, 13% proposed an alternative and 41% stated they did not want Maxlay Reserve developed or upgraded. One written submission was also received.

Since the community engagement process in August we have been investigating an alternative option with the Department for Infrastructure and Transport which proposes vehicle access onto The Golden Way.

At its meeting on Tuesday 8 December 2020, Council considered the feedback received and made the decision to conduct traffic investigations into the feasibility and design of a proposed new junction on The Golden Way and a new access road to the proposed development site on Maxlay Reserve.

The outcomes from these investigations will be presented at a future meeting of Council for its consideration. We will advise the date of this meeting once it has been scheduled.

Background

Council would like to explore the future development and upgrade of Maxlay Reserve, Modbury Heights. This proposal presents an opportunity to improve the amenity of this area and potentially fund other improvements in the Modbury Heights Precinct.

We last consulted with the community about the development and upgrade of Maxlay Reserve in April/May 2016. This was a third stage of consultation that followed two stages of community engagement conducted in relation to the Modbury Heights Precinct Plan. More information about previous stages of community engagement and Council decisions is available in the 'Documents' section on the right.

Since Council last engaged with the community about this proposal in 2016, two further potential concepts have been developed for consideration and Council would like to hear from the local community about their views on these concepts and reserve upgrade ideas.
