Background

Council is seeking feedback from the community about a proposed 10+10 years lease & licence for the Modbury Soccer Club. The club is located on the corner of Golden Grove & Milne Roads, Ridgehaven.

Modbury Soccer Club is affiliated with Federation Internationale de Football Association (FIFA) through its memberships with Football South Australia (FSA), the South Australian Amateur Soccer League (SAMSL) and the national peak body, Football Federation of Australia (FFA).

The club caters for all age groups and abilities including senior men’s and women’s, junior boys and girls, and MiniRoos competitions, boasting 445 members in total. The club also uses the Burragah Reserve ovals via a booking process to accommodate their junior teams.

The Modbury Soccer Club holds a lease over the clubroom facility and a licence over the synthetic soccer pitch and carpark. Due to the recent completion of works in the spectator area in front of the clubroom, the licenced area extends slightly to accommodate club use during games.

If approved, the proposal would mean the Modbury Soccer Club will be granted a 10-year lease (as well as an option for a 10-year renewal extension at the sole discretion of Council). This would allow the Modbury Soccer Club continued exclusive use of the soccer clubrooms and building at Ridgehaven (as per the aerial map). The pitch and carpark at Ridgehaven would be under a licence agreement, allowing for continued community use outside of the designated times the pitch and carpark are currently in use.

The proposed lease & licence tenure of 10+10 years is designed to provide the Modbury Soccer Club with longer term stability, encourage investment in facilities and promote their ongoing sustainability. It is envisaged a peppercorn lease & licence will apply providing the club meets the criteria in the City of Tea Tree Gully’s Leases and Licences for Sporting and Community Organisations Policy
