Consultation has concluded

Council decision/outcomes

During the consultation period a total of 38 feedback form responses were received regarding this proposal. Of these responses, 82% (31 people) indicated they were in support of the upgrades as detailed in the draft concept plan, 8% (3 people) were opposed and 11% (4 people) were neutral. One written submission was also received, along with an email and telephone feedback. Thirty four (34) respondents suggested a name for the new park.

At its meeting on Tuesday 24 May 2022, Council considered the feedback received from the community and made decision to:

  • name the land located at 1335A North East Road, Tea Tree Gully ‘Gilmour Park’
  • amend the Tea Tree Gully Community Land Management Plan to:
    • include the land at 1335A North East Road and incorporate its name into the title of the plan
    • include provision for future works at 1335A North East Road including landscaping, turf area, fencing, retaining walls, paths, seating and shelter/arbor all in styles matching the historical elements of the Tea Tree Gully Township Precinct Plan 2021

Council also made the decision to refer the broader concept of dual naming of Council reserves to the next meeting of the Governance & Policy Committee for further consideration, recognising that this matter should be considered holistically for all reserves as part of a review of Council’s Property Identification Policy.

Background

In June 2020 Council purchased property at 1335A North East Road, Tea Tree Gully to:

  • prevent the commercial development of the site
  • protect the vista to the Tea Tree Gully Institute
  • provide additional parking to address identified issues on Walter Street
  • create an entrance statement for the Historic Township.

In November 2021 Council rescinded an earlier decision to either sell another parcel of Council land to offset this purchase, or re-sell this purchased land if a suitable portion of Council land could not be sold. Council instead decided that the land be kept as community land and included in the Tea Tree Gully Township Precinct Plan as ‘significant open space and vista to the Tea Tree Gully Institute Building’.

Draft landscape concept plan

A draft landscape concept plan has now been prepared which includes the following upgrades:

  • general landscaping (tree planting, turf, landscape and screening plantings)
  • footpath connections and pram ramps
  • a retaining wall
  • park furniture (seating, park and interpretive signage, park shelter or arbor)
  • pedestrian safety fencing and bollards
  • car parking.

The concept plan seeks to address a number of elements related to the Tea Tree Gully Township Precinct Plan. Further details are available in the Information Sheet.

Once finalised the concept plan will be used to inform the potential future development of the site.

As the Tea Tree Gully Community Land Management Plan does not currently reference the community land located at 1335A North East Road, and it is considered that the proposed future development of the site will have an impact on the community, community engagement is required to consider an amendment to this plan to include this newly created park.

Naming the new park

Given the new park’s inclusion in the Tea Tree Gully Township Precinct Plan, Council is seeking suggestions from the community about potential names for this site. All suggested names will be considered by Council staff and evaluated against specific criteria to create a shortlist. Please refer to the Information Sheet for further details.

    Hi Joffy, Thanks for your question. On pages 24-27 of the Community Engagement outcomes report are suggestions and reasons for the naming of the reserve at 1335A North East Road, Tea Tree Gully, which gives further information about the name Gilmour.
