Consultation has concluded

Council decision/outcomes

During the consultation period, a total of 98 feedback form responses were received regarding this proposal, with the majority of respondents indicating they were local residents/property owners. Of these responses, 78% (76 people) indicated they did not want to see Palomino Reserve developed. Fifteen percent (15 people) were supportive of one or either of the concepts proposed. Seven percent (7 people) proposed an alternative. Two written submissions were also received indicating they did not want to see Palomino Reserve developed.

Council considered this matter at two separate meetings. At its meeting on 13 October 2020, Council made the decision to not proceed with the potential sale and community land revocation of Palomino Reserve. Council also resolved to review progressive upgrades of Palomino Reserve in future budgets, and for the community engagement outcomes report to be provided to Council for receiving and noting. At its meeting on Tuesday 24 November, Council received and noted this report.

Background

Council would like to explore the future development and upgrade of Palomino Reserve, Wynn Vale. Proceeds from the proposed disposal of a portion of the Reserve for housing would be used to upgrade the remainder of the Reserve.

Two potential concepts have been developed for consideration and Council would like to hear from the local community about their views on these concepts and reserve upgrade ideas.

  • Come along to our ‘coffee & chat’ session on Saturday 19 September. Drop by the reserve anytime between 10.00am to 11.30am where you can talk to Elected Members and Council staff. Please note that to comply with the current Covid-19 restrictions, hygiene measures will be in place and the social distancing principle of 1.5 metres will apply. If you or a family member are feeling unwell, you must not attend this session and should seek medical advice

    Hi PaloRes, thanks for your question. In response:

    There is a lengthy process before any construction can commence. This process involves two rounds of community consultation, Council’s endorsement, Ministerial approval, a land division application and approval, new titles issued, community land revocation, and a further round of community consultation for the playground. Overall, it may take around two years. 

    If the project progresses to construction, there are legislative requirements that builders must abide by to control construction noise and traffic. Surrounding residents would be welcome to contact Council to report any issues that arise during this period.

    The development options presented include the upgrade of the remaining reserve area for community use, including a new playground, tree planting, irrigated grass 'kickabout' area and footpath connections. The design of the reserve and playground upgrade will be informed by community feedback and Council’s Open Space Policy.

    The construction industry sector makes the greatest contribution to economic output in the region, which at $931.5 million accounts for 17.11% of total output, and is the fourth largest employer in the City of Tea Tree Gully. Also, one of the key principles embedded in Council’s Procurement Policy when engaging the private sector is to “Buy Local.” This means Council will endeavour to support local businesses where local suppliers can demonstrate capability, capacity and competitiveness.

    Hi PaloRes, thanks for your question. In response:

    Development can only occur with the provision of adequate utilities and services that are capable of accommodating the increased load associated with development. This includes electricity supply, water supply, drainage and stormwater systems, waste disposal, gas and telecommunication services. If the proposal proceeds further, Council will work with service providers to ensure capacity is available for the new development.
