Share on Facebook Share on Twitter Share on Linkedin Email this link

Council decision/outcome

This consultation closed on 25 June 2018.

During the community engagement process Council received 1,434 responses; 64% opposed the sale of the portion of the Reserve, which is home to the Modbury Vista Soccer Club.

At its meeting on Tuesday 14 August 2018 Council considered the Community Engagement Outcomes Report which included the feedback received from the community and made the following decisions:

  • To not sell a portion of Richardson Reserve, Wynn Vale
  • To spend $6.5m on Richardson Reserve over the next three years to build two synthetic soccer pitches and a new three-storey clubroom facility for Modbury Vista Soccer Club
  • To defer any decision regarding the development and future master plan on the recently acquired property at 9-29 Greenwith Road, Golden Grove

Community Engagement Outcomes Report

The agenda and Council report is available on Council's website.

Background

We are inviting the community to have their say about an unsolicited proposal from Kaufland Australia Pty Ltd to purchase a large portion of Richardson Reserve, Wynn Vale for $13.8 million (excluding GST).

Richardson Reserve is approximately 3.5 hectares in total area and the land being considered for transfer is approximately 3.4 hectares.

Kaufland Australia’s parent company, the Schwarz Group, is the world’s fourth largest retailer, operating over 1,200 Kaufland Stores and 10,000 Lidl stores throughout Europe and North America. Any questions regarding the detail about Kaufland’s proposal can be directed to the owners via their website.

As Richardson Reserve is classified as community land, the Community Land Classification of this reserve needs to be changed (or ‘revoked’) before any sale can occur. The revocation process requires that Council must consult with the community.

Don't you think we have enough retail outlet in the area. How many supermarkets do we need.

DelW asked about 4 years ago

Hi there - just an update: On 14 August 2018 Council decided unanimously not to sell a portion of Richardson Reserve. Regards, Donna (CTTG)

How do you propose to deal with the ongoing issue of traffic congestion during pick up and drop off times if you add a supermarket into the contributors of local traffic?

Emmakate asked over 4 years ago

    Hi

Thanks for your question, if Council resolves to proceed with the sale after community engagement, then we have proposed that a screening reserve is retained  to run along the entire Richardson Drive property frontage which precludes vehicles from accessing the site across this reserve to manage traffic in the area. Should Kaufland wants to provide vehicle access across this screening reserve (which would be dedicated as community land) in the future, they would need to obtain approval from Council. Council would consult with the community about their views and the Minister for Local Government would also need to approve (similar to the process currently being undertaken now in relation to the proposed sale of Richardson Reserve).

Kaufland have provided a response to traffic queries at the following link https://kauflandaustralia.com.au/wynn-vale/faq#20

    Kind regards Carla

By the sound of your responses to questions below (eg “depends on scope of project.... fencing a consideration”..) it seems that the sale of the land is a done deal?

Emmakate asked over 4 years ago

    Hi Thanks for your question,

There has not been a  decision on whether to sell this portion of land. The Local Government Act requires Council to undergo a process of community consultation before any decision is made. Then Council must then obtain the approval of the Minister for Local Government if it wishes to proceed after community engagement.

    Kind regards Carla

Would there be any specific boundary fencing requirements on the land once sold, or would Council consider providing funding to the schools to install additional fencing? Currently there are only low fences between the school ovals and Richardson Reserve which could present hazards for students if for example balls were to go past the school oval boundaries.

Dan asked over 4 years ago

    Hi Dan,

Thanks for your question. While there is no requirement for fencing, this is something that can be considered in the scope of the project. If this is important to you, please include this as a suggestion in your submission for Council’s consideration.

    Kind regards, Sarah

Indications from the Kaufland web site are that the store would be located toward the North East corner of the site meaning the rear of the store (and potentially loading dock areas) would be visible from the school ovals. Typically these sorts of areas are not maintained as well as the customer facing areas of stores and as such may present an eyesore. Has an option to exclude an additional screening reserve between the school ovals and the portion of land offered for sale been considered?

Dan asked over 4 years ago

    Hi Dan,

Thanks for your question. Options for additional screening can be considered. Please include this as a suggestion in your submission for Council's consideration.

    Kind regards, Sarah

Has our local foodland been advised of this proposal

Jeff asked over 4 years ago

    Hi Jeff,

Thanks for your question. I can confirm that Drakes Foodland on Sunnybrook Drive has been advised of this proposal. They were included in the mailout of residents, property owners and other stakeholders (such as business owners) who are in a 400m radius of Richardson Reserve.

    Kind regards, Sarah
