This consultation closed on 25 June 2018.

During the community engagement process Council received 1,434 responses; 64% opposed the sale of the portion of the Reserve, which is home to the Modbury Vista Soccer Club.

At its meeting on Tuesday 14 August 2018 Council considered the Community Engagement Outcomes Report which included the feedback received from the community and made the following decisions:

  • To not sell a portion of Richardson Reserve, Wynn Vale
  • To spend $6.5m on Richardson Reserve over the next three years to build two synthetic soccer pitches and a new three-storey clubroom facility for Modbury Vista Soccer Club
  • To defer any decision regarding the development and future master plan on the recently acquired property at 9-29 Greenwith Road, Golden Grove

Background

We are inviting the community to have their say about an unsolicited proposal from Kaufland Australia Pty Ltd to purchase a large portion of Richardson Reserve, Wynn Vale for $13.8 million (excluding GST).

Richardson Reserve is approximately 3.5 hectares in total area and the land being considered for transfer is approximately 3.4 hectares.

Kaufland Australia’s parent company, the Schwarz Group, is the world’s fourth largest retailer, operating over 1,200 Kaufland Stores and 10,000 Lidl stores throughout Europe and North America. Any questions regarding the detail about Kaufland’s proposal can be directed to the owners via their website.

As Richardson Reserve is classified as community land, the Community Land Classification of this reserve needs to be changed (or ‘revoked’) before any sale can occur. The revocation process requires that Council must consult with the community.

    Hi

    Thanks for your question, if Council resolves to proceed with the sale after community engagement, then we have proposed that a screening reserve is retained  to run along the entire Richardson Drive property frontage which precludes vehicles from accessing the site across this reserve to manage traffic in the area. Should Kaufland wants to provide vehicle access across this screening reserve (which would be dedicated as community land) in the future, they would need to obtain approval from Council. Council would consult with the community about their views and the Minister for Local Government would also need to approve (similar to the process currently being undertaken now in relation to the proposed sale of Richardson Reserve).

    Hi Thanks for your question,

    There has not been a  decision on whether to sell this portion of land. The Local Government Act requires Council to undergo a process of community consultation before any decision is made. Then Council must then obtain the approval of the Minister for Local Government if it wishes to proceed after community engagement.

    Thanks for your question. While there is no requirement for fencing, this is something that can be considered in the scope of the project. If this is important to you, please include this as a suggestion in your submission for Council’s consideration.

    Hi Jeff,

    Thanks for your question. I can confirm that Drakes Foodland on Sunnybrook Drive has been advised of this proposal. They were included in the mailout of residents, property owners and other stakeholders (such as business owners) who are in a 400m radius of Richardson Reserve.
