Council decision/outcomes

During the consultation period, a total of 131 feedback form responses were received regarding this proposal. Of these responses, and in relation to the idea of installing a RV wastewater disposal point, 60% (78 people) indicated they were in support, 39% (51 people) were opposed and 2% (2 people) were neutral. In relation to the idea of providing asphalted parking space to allow for stays of up to 48 hours, 57% (75 people) were supportive of this, 40% (53 people) were opposed and 2% (3 people) were neutral. Three written submissions were also received regarding this proposal.

At its meeting on Tuesday 8 December 2020, Council considered the feedback received from the community and made the decision that an alternative site, to the one proposed adjacent to the Modbury Bowling Club, be investigated for the establishment of a recreational vehicle parking and wastewater disposal point in the City of Tea Tree Gully.

Background

We invited the community to provide feedback on both the ideas below. Please consider each idea as a separate service for self-contained Recreational Vehicles- there could be provision of one service without the other. We would like feedback on each idea. There is opportunity in the feedback form to comment on the combination of RV services.

  1. Installing a Recreational Vehicle Waste Water Disposal Point at the Modbury Bowling Club's eastern car park
  2. Providing new, asphalted large parking spaces to allow for stays of up to 48 hours, by self-contained Recreational Vehicles in an area south-east of Modbury Bowling Club

At its meeting on 9 June 2020, Council approved in principle the idea of installing a Recreational Vehicle Waste Water Disposal point (RVWWDP) at Modbury Bowling Club’s eastern carpark. Notice of Motion Recreational Vehicles and Minutes pg 628 of this Motion

In 2016 Council conducted a location feasibility study and met with Modbury Sporting Hub stakeholders. A proposed location at Modbury Bowling Club (MBC) was nominated for the idea of a RVWWDP however the regulation by SA Water that the RVWWDP be attended during the hours of use and that RV user’s details be documented in a log book could not be met. The newly appointed Manager of the MBC can now fulfil these requirements.

In October 2019, Council commissioned the Deloitte report entitled “A Vision for a Prosperous City” which refers to tourism as being of significant potential for growth in the City of Tea Tree Gully(CTTG).

Leisure and fitness facilities in the Modbury Sporting Hub include bowls, tennis, an oval, Waterworld (swimming and leisure) and a skate-park. Other local services close to MBC include shopping centres and O-Bahn access to Adelaide.

The City of Tea Tree Gully has no waste water dump point facilities available for Recreational Vehicles. The Campervan & Motorhome Club of Australia in conjunction with KEA campers offer provision of a Gough Plastics Dump-Ezy dump point unit to CTTG, should essential criteria of the proposed site be met.

Legislation

Section 198(2) of the Local Government Act states that an amendment to the Community Land Management Plan (CLMP) requires community consultation. Should the ideas be progressed by Council resulting in changes to the Modbury Sports Area, Ridgehaven, this CLMP would require amendment. Progression of the ideas would also require separate development (planning) approvals under the Development Act. The Category Three public notification process would require Council to notify the community of the proposed development and provide you with the opportunity to view/review the plans of what is proposed, determine how the development will affect you and provide an opportunity to lodge a representation raising any concerns.
