Council decision/outcomes

During the consultation period a total of 30 responses were received. Of these responses, three were in support of the proposal, 25 people were opposed and two were neutral.

At its meeting on Tuesday 14 December 2021, Council considered the feedback received from the community and made the decision to grant a 10 year lease to Telstra to construct a mobile phone tower at Hope Valley Sports Area, with the option of granting a further two five-year consecutive terms (leases).

Council acknowledged that the majority of respondents indicated a strong opposition to the proposal for various reasons. Following the community engagement period Telstra provided a response to the concerns raised by the community and presented additional information including technical justification which underpinned the need for a mobile phone tower in the locality.

After a lengthy debate, on balance, Council considered that the benefits to the wider community warranted the granting of a lease over 16 square metres of Council owned land to accommodate the mobile phone tower on portion of Hope Valley Sports Area.

Background

We are inviting the community to provide feedback about a proposal to grant a 10 year lease to Telstra for the purpose of constructing a new telecommunications facility (mobile phone tower) at Hope Valley Sports Area.

It is proposed that Telstra Corporation Ltd be granted a 10 year lease for a portion of Council land for the purpose of the construction of a mobile phone tower and associated infrastructure (including an equipment shed), with two further terms of five years each. This would allow Telstra exclusive access to and use of that portion of land for this period of time.

The proposed lease area is situated on a grassed section of land beside an existing water tank in the southeast corner of the sports area.

The proposal includes the installation of a 30m high mobile phone tower, with six (6) x panel antennas mounted on top, and equipment shed. The total area proposed for lease is 60m2 (10m x 6m). The phone tower and equipment shed would be contained within a fenced compound.
