Council decision/outcome

During the consultation period, a total of 101 responses were received regarding these proposals. Of these responses, with regard to the sports field floodlighting proposal, 98% (99 people) indicated they were in support, 2% (2 people) were neutral or unsure. In relation to the proposal to provide Golden Grove Tennis Club an exclusive lease over the new clubroom facility in the Tilley Recreation Park, 67% (68 people) indicated they were in support, 1% (1 person) was opposed and 32% (32 people) were neutral or unsure.

At its meeting on Tuesday 24 November, Council considered the feedback received from the community and made the decision to support the installation of permanent sports field floodlighting at Tilley Recreation Park, also requesting a 10% co-contribution from the Tea Tree Gully City Soccer Club. Council also made the decision to amend the current lease agreement for the Golden Grove Tennis Club to include the new clubroom facility. The term of the lease shall be as per the Golden Grove Tennis Club’s current lease agreement, expiring December 2028.

Background

We are inviting the community to provide feedback on the two proposals in relation to Tilley Recreation Park:

  1. Installation of new, permanent sports field floodlighting to the southernmost reserve closest to Yatala Vale Road
  2. Provision to the Golden Grove Tennis Club of an addition to their current, exclusive lease agreement to include the new clubroom facility in the Tilley Recreation Park with a lease expiry on 31 December 2028

Sports field floodlighting

Sports field floodlighting for the southernmost reserve has been requested by the Tea Tree Gully City Soccer Club (TTGCSC) to provide more training and match opportunities after dusk.

Council was awarded a $1.215 million Australian Government grant from the Local Roads and Infrastructure Program. At Council’s meeting on the 7 July 2020, Council endorsed the allocation of $300,000 for installation of sports field floodlighting at Tilley Recreation Park, with $50,000 of this money proposed to be spent on the upgrade to LED fittings, retrofitted to the existing poles at the northern pitches. There will also be a financial contribution by TTGCSC towards provision of the new sports field floodlighting.

Exclusive lease of the new clubroom

The Golden Grove Tennis Club (GGTC), established in 1946 and one of the largest tennis clubs in the north-east, has over 200 members playing tennis all year round through the senior, mid-week ladies, social doubles competitions and has a strong focus on junior development.

The Golden Grove Tennis Club (GGTC) currently has a lease over nine tennis courts, a storage room and a canteen at Tilley Recreation Park. GGTC are a responsible tenant having maintained the currently leased areas to a good standard.

Building of the new clubroom facility is to commence in October 2020. The design includes toilet amenities, bar, kitchen/canteen, open function/meeting space and under croft storage.

Council was awarded funding of $369,800 through a Community Recreation and Sport Facilities Program grant in September 2019 towards the clubroom installation, with Tennis SA, the City of Tea Tree Gully and Golden Grove Tennis Club jointly contributing the other 50% of the cost.
