Council decision/outcomes

During the consultation period we received feedback from one person regarding this proposal which indicated they were in support. The opportunity to provide feedback was promoted in The Advertiser, via social media posts, signs onsite at Banksia Park Sports Area, a direct mailout to 120 property owners/residents and schools within the vicinity of the proposed lease area for the shed, and emails to Banksia Park Sports Area user groups.

At its meeting on Tuesday 19 January 2021, Council considered the feedback received and made the decision to grant a 20 year lease for a portion of land situated 88 Elizabeth Street, Banksia Park for the purpose of retaining the existing telecommunications station (located within the equipment shed). Council also made the decision that the initial lease fee commence at $9,200 per annum with 3% annual increases and market rent reviews every five years.

Background

Council is inviting community feedback from the community about a proposal to grant a 20 year lease to Vodafone Network Pty Ltd for an equipment shed (and portion of land) at Banksia Park Sports Area, near Pertaringa Oval.

Vodafone have been leasing a Council-owned shed at this site for telecommunications equipment since 2006 and are co-located on Telstra's phone tower which is adjacent to this shed. They have requested to renew this lease for a further 20 years, starting in June 2026, which would grant Vodafone exclusive use of that portion of land and the equipment shed for this period of time.

    Hi Resident Helper, thanks for your question. In response:

    Council is aware of market value. If approved the lease will be regularly assessed through market rent reviews. It should also be noted that this particular lease is for an installation box/facilities storage shed only rather than for an installation with a telecommunication tower. The existing telecommunication tower located on Pertaringa Oval is the subject of a separate lease agreement.

    Hi oldsalt

    Thanks for your question. In response:

    To occupy the equipment shelter originally in 2006, Vodafone contributed $18,000 plus GST (in addition to the annual lease) which subsequently led to Vodafone co-locating onto the Telstra tower.

    Council currently receives $12,377 per annum and this lease is binding until 8 June 2026. After this time the proposed revised fee will be $9,200, should Council endorse the proposal following community consultation.
