Council decision/outcome

During the consultation period, a total of 121 responses were received. Of the responses received 73% (88 people) indicated they were in support for the proposal, 26% (31 people) said they were opposed and 2% (2 people) were neutral.

At its meeting on Tuesday 24 March 2020, Council considered the feedback received from the community and made the decision to amend the relevant Community Land Management Plan to include a public toilet facility at Wynn Vale Recreation Area (Wynn Vale Oval).

Background

The Golden Grove Cricket Club (GGCC) has asked Council to consider the installation of a permanent public toilet with storage room at Wynn Vale Oval, located at 93-95 Wynn Vale Drive, Wynn Vale.

There are other regular users of the recreation area including two local schools and a number of other sporting/community groups (athletics, soccer, football, fitness and a dog-training group).

Council is proposing the installation of a permanent public toilet with storage room, (proposed floor plan and example image) consisting of:

  • 1 x accessible unisex toilet
  • 1 x standard unisex toilet
  • 1 x large storage room

As per Council's Public Toilets Policy, the toilets would be open, seven days per week (daylight saving 6.00am – 10.00pm / non-daylight saving 6.00am – 7.00pm). Programmable locking of the toilet doors is proposed for pre-set times. Lighting in the toilets is proposed to be sensor operated, with the light activating on opening the door.

Council would be responsible for the maintenance, cleaning and security of the facility.

It is proposed that the permanent public toilet be placed near the recently constructed car park area for ease of access and to enable maximum usage by the community (proposed location).

The estimated minimum cost to install a permanent public toilet with a storage room at Wynn Vale Oval is $150,000 (excluding GST). It is proposed that this amount be added to the 2020-2021 financial year draft capital works budget for its construction, which would be subject to Council approval as part of the budget process.

Installation of a permanent public toilet with storage room at the Wynn Vale Oval would require an amendment to the Community Land Management Plan for the Wynn Vale Recreation Area (Wynn Vale Oval) to reflect this change.

    Thank you for your question regarding accessibility by MLAK key after hours to the proposed permanent public toilet at Wynn Vale Oval. The hours and access of these toilets will be as the City of Tea Tree Gully's Public Toilet Policy 

    The cricket club will be provided with keys to access the storage area out of hours.

    Thank you for your suggestions. They will be put forward as part of the community engagement outcomes report to Council. Should proposed, alternate locations be an option for this site, this will be part of the considerations for the project.

    Thank you for asking the questions and your suggestions- they will all go into our report and contribute to our decision making. Please see below for responses.

    1) Can/will the opening hours be extended on event days? Council can certainly arrange to have the toilets opened longer for when there are events similar to Carols.

    2) Have the private schools who seem to me to think they own the oval been approached to contribute to this funding, they will benefit a great deal? Given the proposed toilet is on Council land and for the benefit of sporting clubs and local residents, the school has not been asked to contribute

    3. Regarding the eyesore that is the shipping container...the cricket club will always ask for more, it is the nature of the thing. Has consideration been given to

    a) making the storage room large enough that their needs are fully met without the shipping container.

    Yes, it has been considered  and the toilet storage room area is not appropriate

    b) forcing them to live within the means provided, in that the storage area provided is not extra storage, but storage so that the shipping container may be dispensed with? It is likely the shipping container will still be required onsite for larger items that would never fit within a reasonable storage facility – however Council can arrange to have the shipping container painted to be a little more attractive onsite

    Finally...a suggestion. Should a mural be painted on the toilets, it not only improves the aesthetic, but I can arrange for some positive exposure for the council (at no cost). 1) With a mural, the structure would meet the criteria to become a Pokestop for Pokemon Go, a Greenhouse or tavern for Harry Potter (the game chooses), or a portal for Ingress (three very popular augmented reality mobile phone games).
