Tilley Recreation Park - Draft concept plan for a new dog park
Council decisions/outcomes
During the consultation period, a total of 124 responses were received as well as one email submission. Of those who responded, 88% were either happy with what’s proposed (54%), or happy with it but would change one or more things (34%). A further 10% didn’t like what’s proposed/would make significant changes, and 2% were either neutral or unsure.
At its meeting on Tuesday 10 December 2024, Council considered the feedback received from the community and endorsed the Tilley Recreation Park dog park concept plan, noting there are no significant changes proposed besides minor adjustments to the concept plan. The main reason for wanting to change something about the dog park was a request to add a third fenced area for use by one dog and their owner at a time. After investigating this proposal, staff would not recommend the inclusion of a third fenced area due to the limited area available.
At the same meeting, Council carried the Motion as Varied, noting a management report be prepared for Council investigating the feasibility of a new single-use dog park within the City of Tea Tree Gully, including consideration of:
- Possible locations
- Estimated costs
- Mapping of existing dog parks across the city and identifying gaps
- Any other relevant information
Other feedback relating to specific design details will be considered during the detailed design and costing phase.

Background
We are inviting feedback on Tilley Recreation Park draft concept plan for a new dog park.
Tilley Recreation Park is a large recreation reserve in Surrey Downs featuring two grassed areas used mainly for soccer and athletics, community buildings, tennis courts, a playground and picnic and barbeque areas. Council is seeking feedback from the community regarding the draft concept plan for a new dog park at Tilley Recreation Park.
In early 2022, State government funding was received to deliver a new soccer clubroom and other park improvements in line with the Tilley Recreation Park Master plan. The master plan was then revised to capture the approved location of the new clubroom and provide a more resolved concept design for Tilley Recreation Park. It was developed in consultation with the community and sporting groups that currently use Tilley Recreation Park.
In October 2023, community engagement was undertaken on the revised master plan, in particular the inclusion of a dog park, which required amendments to the Tilley Recreation Park Community Land Management Plan.
Following the community engagement process, at its meeting on 30 January 2024, it was resolved that Council:
- Notes the findings of the community engagement undertaken on the Draft Tilley Recreation Park Masterplan and the proposed changes to the Tilley Recreation Park Community Land Management Plan to facilitate the inclusion of a dog park
- Endorses the amended Tilley Recreation Park Community Land Management Plan to facilitate the inclusion of a dog park
- Endorses the Tilley Recreation Park Masterplan document
